ARIZONA BANKER ~ January/February 2013 17 budget will dip back into deficits by 2016. You can expect new spending to be limited. The economic development focus of the Legislature has turned away from tax cuts toward promoting policies that attract new businesses and that make it easier for existing business to strive here. A big part of that effort will include extraordinary reforms to our transaction privilege tax, sales tax, system. The Governor convened a task force over the interim and will pursue their recommendations of a single point of licens- ing and auditing, the elimination of the Arizona prime contracting system in favor of point of sale, and standard- ization of the tax code between cities and the state. Of course the Arizona banking industry will be busy this session as well; promoting quality legislation important to the Association’s member banks and furthering policies that will promote economic stability. We also expect to be pushing back against legislation that will further restrict access to capital by consumers or that will place additional regulations on an already overburdened banking industry.
